Not certain about the release date but it was issued before Whiteout (CD/LP, US) and both tracks appeared on Whiteout (CD, JAPAN) which was released AUGUST.1999 which means it could have been released any time between then and FEBRUARY.2000; LATE.1999 is a guess.
